The purpose of this Terms of Reference (ToR) is to recruit a (Fixed Term Contract) Project Coordinator who will support in “The PEN-Plus Partnership: Country-level PEN-Plus Project Initiation & Implementation in Nepal” and other works of Nepal NCDI Poverty Commission and KIOCH. This document will provide the background, conditions, and responsibilities of the position.
The Nepal NCDI Poverty Commission (Nepal NCDI PC) is a pioneering group of disease specialists, economists, epidemiologists from government and non-government organizations (NGOs) working together to address NCDIs and equity in Nepal. The Commission was established in response to an initiative of the global Lancet Commission on Reframing Non-Communicable Diseases and Injuries for the Poorest Billion (The Lancet NCDI Poverty Commission). The commission is created by an alliance of multidisciplinary and multi-sectoral teams working at the national level for non-communicable diseases in Nepal. The commission is housed in the Kathmandu Institute of Child Health (KIOCH).
KIOCH is a not-for-profit organization registered with the Government of Nepal (GoN), with the objective of delivering high-quality and affordable multispecialty care to children across Nepal by building a comprehensive pediatric care facility within the nation and conducting research activities to act upon preventable deaths due to NCDs.
The PEN-Plus is a model for integrated health service delivery for severe or advanced chronic NCDs at the first-referral hospital built upon the WHO-PEN intervention. PEN stands for Package of Essential Non-Communicable Disease Intervention. The PEN-Plus incorporates integrated care teams to provide chronic care for severe NCDs such as Type 1 Diabetes, Rheumatic Heart Disease (RHD), and Sickle Cell Disease (SCD) at first-level (district) hospitals. It is assumed that this approach, with some modification based on the context of the Nepalese health system and practices, can advance toward universal health coverage (UHC) for NCDs by strengthening the model of delivery of NCD services and the referral chain, by meeting the need for human resource development, and by providing best avenues to support vulnerable patients and their families. This approach will also expedite the process of decentralizing service delivery at the PHCC level in regards to the common NCDs.
Purpose:
The project coordinator will be responsible for leading the project planning, budgeting, overseeing the implementation of the project deliverables, and monitoring the progress of the PEN-Plus project.
The main tasks & responsibilities of the Project Officer will include the following:

The project officer will report directly to the technical consultant, project lead, and co-leads regarding project implementation and routine progress.
